Whisk the rice flour, water and 1/2 tsp salt into a batter the thickness of single cream. Rest it 20 minutes.
Fry the mince with the onion, garlic, ginger, cumin, timur and the rest of the salt until it is dry and browned, about 8 minutes. Stir in the coriander and chillies.
Oil a small non-stick pan lightly and set it over medium-low heat. Pour in a ladle of batter and tilt it into a thin round.
💡 Medium-LOW. Chatamari is never browned or crisp like a dosa — it should stay pale and soft, set through but bendy.
Scatter a quarter of the meat over it, break an egg on top and spread the yolk gently with the back of a spoon.
Cover the pan and cook 4 minutes, until the egg white is set and the base lifts cleanly. Do not turn it — chatamari is cooked on one side only.
Slide it onto a plate whole and cut it into wedges at the table. Repeat for the other three.
