Toss the beef with the five-spice, garlic, half the fish sauce and a spoon of the annatto oil. Leave 30 minutes.
Brown the beef hard in batches in the remaining oil. Do not crowd the pot.
Fry the shallots and ginger, stir in the tomato paste and cook 2 minutes until it darkens.
Return the beef, add the coconut water, stock, lemongrass, star anise and bay. Cover and simmer 2 hours.
Add the carrots and cook uncovered 30 minutes more, until the sauce coats the back of a spoon.
💡 Uncovered for the last half hour. Bò kho is a stew you scoop with bread, not a soup — it has to reduce.
Pull out the lemongrass and star anise. Finish with the herbs and serve with torn baguette.
