The cited article — Wikipedia's canonical title is 'Thai tea', to which 'Thai iced tea' redirects — confirms that the drink is made from Ceylon black tea or the local landrace bai miang, sweetened with sugar and condensed milk, with evaporated or whole milk poured over the tea and ice before serving, and that it is served in a tall glass in restaurants or over crushed ice in a plastic bag by street vendors. Put the tea into a jug or a cloth tea sock and pour the hot water over it. Steep for a full 5 minutes — this needs to be strong enough to taste unpleasant on its own.
💡 It has to be over-brewed. Once condensed milk and a glass of ice are added, a gently brewed tea disappears completely.
Strain the tea, then pour it back and forth between two jugs from a height five or six times.
💡 This is the same pulling motion used for teh tarik. It cools the tea, aerates it and gives a softer mouthfeel — and it is a lot easier over a sink.
Stir the sugar and condensed milk into the warm tea until nothing is left undissolved, then let it cool for a few minutes.
Fill two tall glasses to the brim with ice and pour the tea over. Float the evaporated milk on top and do not stir it in — serve with a long spoon or a straw and let whoever is drinking do the mixing.
