Warm the oil in a wide shallow pan and cook the garlic over LOW heat for 3 minutes — soft and fragrant, never brown.
💡 Low heat. Browned garlic turns bitter and there is so much of it here that bitterness would take over the whole pan.
Take the pan off the heat and stir in the paprika, cumin and caraway. Put it back on low.
Add the tomato, purée, chilli, red pepper, water and salt and simmer 15 minutes until it thickens.
Slide the fish in in one layer and spoon the sauce over it. Cover and cook 10 minutes without stirring.
💡 Do not stir once the fish is in. Shake the pan by the handle instead — a spoon breaks the steaks into flakes.
Add the lemon juice, cover again and give it 3 more minutes.
Scatter the coriander and serve straight from the pan with challah or flatbread.
