Heat the oil in a wide, heavy pot until it shimmers. Fry the onions on medium-high, stirring, until deep golden brown — this browning is where the plov's colour and depth come from, so do not stop at pale.
Add the meat and sear it with the onions until the cubes are browned on all sides. Lay the carrots over the top in an even layer but do not stir them in yet — let them soften in the rising steam for about 8 minutes, then fold everything together gently.
💡 This meat-carrot-onion base has a name — zirvak. Everything the finished plov tastes of is built here, before a single grain of rice goes in.
Pour in the boiling water, add the cumin, chickpeas, barberries and salt, and bury the whole garlic heads in the middle. Simmer uncovered on low for 30 minutes so the zirvak turns rich and the broth tastes well-seasoned — a touch saltier than you would sip, because the rice will take it up.
Drain the soaked rice and spread it evenly over the top in one layer. Do not stir. Add just enough boiling water to cover the rice by a finger's width, and cook uncovered on medium until the water drops to the level of the rice, 12–15 minutes.
💡 The layers stay separate on purpose — rice on top, zirvak below. They are only mixed at the very end, or the rice turns gluey.
Gather the rice into a low mound with a spoon, poke a few deep holes down to the base so steam can escape, then cover with a tight lid and steam on the lowest heat for 20 minutes. Turn the heat off and leave it, still covered, another 10 minutes.
Lift out the garlic. Now fold the whole pot together from the bottom up, bringing the meat and carrots through the rice, and pile it onto a big shared platter with the garlic heads on top.
